Budget is 9; every selected design needs a meaningful satisfies link. Tests (capabilities; review units): T-FLOW (flow; 2), T-ACTOR (actor; 1), T-RECORD (record; 2), T-DECISION (flow/actor; 3), T-AUDIT (record/actor; 3). Record supports links from each required requirement to its need, satisfies from a selected capable design to a requirement, verifies from a capable test to a requirement, and depends from dependent requirement to prerequisite. All three requirements need design and verification coverage, all four required need contributions and both dependencies must be linked, and every link must agree with the supplied facts. For each change, affected includes the changed requirement and every transitive dependent requirement, then all designs/tests linked to any affected requirement and all needs supported by one. Count each affected node once and sum its review units. Use the supplied dependencies even if the draft omits their links; omitted evidence never removes an impact. No unrelated node belongs in affected. Arrays may be in any order; use any funded truthful graph.
