The brief
Repair alert-rule.json so a sustained CPU problem on the billing VM reaches the on-call team, without paging anyone for a momentary spike. Leave the scope, the CPU metric, the Average aggregation and the GreaterThan comparison exactly as they are - they matched the incident correctly. Attach the supplied on-call action group, because a rule with no action group fires into the alert history and tells nobody. Raise the severity to a level the on-call policy pages on. Then fix the timing: the look-back period must be at least as long as the interval between checks, or the minutes in between are never examined, and it must be long enough that the stated two-minute backup spike is averaged away instead of paging somebody at 3am. Use only the supported durations listed in the brief.
